These Terms and Conditions regulate the operation of the website https://gpcv.pt/ made available and managed by the Portuguese Green Card Bureau, hereinafter referred to as the “Bureau”, (accessible here, also referred to as the “GPCV Website”), a non-profit association, with company taxpayer number 501 799 940 and head office at Rua Rodrigo da Fonseca, 41, in Lisbon.
The use of the GPCV Website requires the user to be aware of, read, comply with and accept these Terms and Conditions, the Privacy Policy, available here, and the Cookies Policy, available here.
GPCV Website Description
Through the GPCV Website, the Bureau aims to inform you about its mission and activities, its governing bodies and contact information.
The GPCV Website will also provide information on the procedure to be followed in the event of a road accident caused by a vehicle with foreign license plate in Portuguese territory, and also on the procedure to be followed in the event of a road accident involving a resident of Portugal abroad.
Through the GPCV Website, users can also check the list of its associate insurers and search for insurance correspondents of foreign insurers in Portugal.
The GPCV Website provides links to the websites of other official institutions and organisations related to the insurance business in Portugal, such as the Portuguese Insurers’ Association or the Insurance and Pension Funds Supervisory Authority, and abroad, such as the Council of Bureaux.
Users can also use the GPCV Website to check a range of information such as the Green Card model and useful tips for travelling by car abroad.
The Bureau reserves the right to complete, modify or delete the information on the pages of the GPCV Website.
Conditions of use of the GPCV Website
The user acknowledges that they must use the GPCV Website responsibly, prudently and carefully and must not disturb or degrade the continuity, integrity and quality of its resources and features.
The user must not use the GPCV Website to make available or transmit any type of material that contains or may contain viruses, worms, defects, or another item or computer codes, files or programs that are likely to interrupt, destroy or limit the functionality of any equipment or computer system (hardware or software) or communication equipment.
The user must not engage in any acts that may damage, endanger, disrupt or degrade the integrity, continuity or quality of the GPCV Website, including particularly (i) violation of authentication or security systems that protect access accounts, servers, services or networks, (ii) unauthorised search for vulnerabilities or deficiencies in servers, services, networks, in particular the systematic detection of response to services, (iii) entry into computer systems, services or networks without the express authorisation of the titleholders or the people in charge; (iv) overloading actions aimed at sabotaging or that sabotage the operation of the GPCV Website, and (v) unlawful or improper interception and/or interference (and attempt of) with any data, systems or equipment without being authorised to do so.
The user acknowledges that their use of the GPCV Website is at their own risk, and they are solely responsible for any damage to their computer system and/or equipment or other damage or loss, including loss of or damage to data, resulting from the use of materials, contents or information obtained in any way through the GPCV Website.
Access to and use of the GPCV Website does not depend on the user registering or providing any personal data.
Links to third-party websites
The user acknowledges that by using third-party websites through links made available on the GPCV Website, they will establish contact with such third parties on their own terms and conditions, and the user is entirely responsible for reading and accepting the applicable terms and conditions of that third party. The Bureau shall not be liable for any use of third-party websites by the user, including the purchase of a product or service through such websites, and shall have no liability in any contractual relationship.
Intellectual Property Rights
The user acknowledges that the GPCV Website, its structure and layout, selection, organisation and its content and presentation, including, but not limited to, all figures, diagrams and texts, its features, tools and the software used therein, as well as the trademarks, logos and symbols displayed on the GPCV Website, are the property of the Bureau, except for those provided by duly identified external entities.
The user also acknowledges that the contents of the GPCV Website are protected by intellectual property rights and undertakes to respect such rights.
The user is not authorised to transmit, make available to the public, modify, transform, copy, sell, use or distribute, in any way, the texts, images or any other information on the GPCV Website or part of it, without prior written authorisation from the Office or the duly identified external entities providing that information. The use of brands and logos on the GPCV Website, as well as the provision of information and models on the GPCV Website, do not grant the user, nor can they be construed as granting the user, permission to the user to use, directly or indirectly, such brands, logos, information or models.

Liability and guarantees
None of the content presented on the GPCV Website must be understood by the user as a recommendation to purchase products or services, and the user is entirely responsible for third-party products or services purchased on third-party websites accessed through the GPCV Website.
The information presented on the GPCV Website must not be interpreted by the user as an offer or business proposal by the Bureau or any third party to the user to sell or contract any product or service.
All the information contained on the GPCV Website is exclusively intended for private use and its use for commercial purposes is forbidden.
The information made available on the GPCV Website does not constitute, in any form whatsoever, advice or a recommendation to purchase, sell or contract, and does not exempt the user from consulting with specialists, if necessary.
The user acknowledges and accepts that the Bureau shall not be liable for any loss or damage to property or personal injury that may arise directly or indirectly from:
- Any use of the information provided, the user being solely and exclusively responsible for all decisions made based on such information;
- Any unauthorised use of the Bureau’s servers and/or all the information and data hosted there, for the correctness, up-to-dateness or truthfulness of the information contained in the contents, nor for any errors, deficiencies or inaccuracies in the contents and for any damages that any errors, deficiencies or inaccuracies in the contents may cause to the user;
- Impossibility, delay, suspension or interruption of access to the GPCV Website due to technical failures or other reasons;
- Use or impossibility to use the GPCV Website, including, namely, delays, interruptions, errors, interference, disruption and suspension of communications, omissions, viruses, bugs, computer incidents and also malfunctions and/or problems with the operation of the electronic, computer or telecommunications system;
- Delays or blockages in use caused by deficiencies or overloads of the Internet or other electronic systems, namely failure to access any part of the GPCV Website;
- Unlawful third-party actions;
- Possible security errors or deficiencies that may arise from the use of outdated or insecure browser terminal equipment, or from damage, errors or inaccuracies that may result from their malfunction.
The Bureau does not ensure that:
- The GPCV Website meets or is capable of meeting any of the user’s needs or expectations;
- The user does not incur in indirect losses or damages, unforeseen by the user when accessing or using the GPCV Website;
- The user does not incur in any loss or damage as a result of any product or service purchased by using third-party websites accessed through the GPCV Website or by any third-party acts, omissions, errors or negligence;
- That the GPCV Website is totally immune to attacks by hackers and viruses or other intrusion software.
Final provisions
These Terms and Conditions, as well as the information presented, may be amended without the need for prior notice and with immediate effect, applying from the moment they are published on the GPCV Website. Any changes will be made available on the GPCV Website, so the user must periodically check the page of these Terms and Conditions to confirm whether any updates or changes have been made.
Should any of the provisions of these Terms and Conditions be declared null and void, ineffective, annulled or otherwise unenforceable, this shall not affect the validity or effectiveness of the remaining clauses, which shall remain in full force and effect.

All disputes relating to the validity, interpretation and execution of these Terms and Conditions shall be settled by the competent courts of the district of Lisbon, expressly waiving any other.
