Our mission

We contribute to the protection of victims of road accidents caused by foreign vehicles in cross-border road traffic.

By being responsible for settling claims and paying compensation to victims of road accidents in Portugal caused by foreign vehicles and, at the same time, by guaranteeing the responsibility undertaken by our Associates in issuing Green Cards, namely for damage caused by a Portuguese vehicle abroad, we create a safe environment for residents of all countries that are adhering members of the Green Card System.

Main objectives

    To sign and approve Bilateral or Multilateral International Agreements with Foreign Counterpart Bureaux.

  • To act as a Handling Bureau representing the legitimate interests of Insurers and Foreign Bureaux.

  • To ensure the legitimate rights of victims of accidents occurred in Portugal and which are the responsibility of Insurers registered with Foreign Counterpart Bureaux.

  • To represent and defend the legitimate common interests of its Associates.

  • To represent the interests of the Portuguese Insurance Market in the Council of Bureaux.

Our roles

Guaranteeing Bureau

The GPCV, in its capacity as Guaranteeing Bureau, is responsible for the Green Cards issued by its associate Insurers, acting as a guarantor of their undertaken responsibility, namely for compensation for damage caused by a Portuguese vehicle abroad.

Handling Bureau

The GPCV, in its capacity as Handling Bureau, is responsible for settling claims and paying compensation to the injured parties of road accidents caused in Portugal by vehicles from foreign countries adhering to the Green Card System.

    Does the Green Card have to be printed on green paper?

    The Green Card hasn’t been printed on green paper in Portugal since 2021. Therefore, nowadays, the document should more accurately be called the International Motor Insurance Certificate.
    Which countries are adherent to the Green Card System?

    Albania, Andorra, Austria, Azerbaijan, Belarus, Belgium, Bosnia-Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark (including Faroe Islands), Estonia, Finland, France (including Monaco), Germany, Greece, Hungary, Iceland, Ireland, Italy (including the Vatican State and the Republic of San Marino), Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Moldova, Montenegro,  Morocco, Netherlands,  North Macedonia, Norway, Poland, Portugal, Republic of Iran, Romania, Russia, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Tunisia, Turkey, Ukraine and the United Kingdom (including Channel Islands, Gibraltar and Isle of Man).
    I had an accident in Portugal involving a foreign vehicle. What should I do? If the foreign third party does not have insurance, who pays for my losses?

    Let’s take it step by step:
    • If you know the name of the Insurer of the vehicle responsible for the accident and the name of its correspondent in Portugal, make a claim for damages to the latter.
    • If you do not know either of them, contact the GPCV. Contacts.
    • If there is an appointed correspondent, submit your claim for damages to it; if there is no appointed correspondent, the claim must be submitted to the GPCV, which will follow-up on the process.
    • If the foreign third party does not have insurance but is usually based on a country signatory to the Multilateral Agreement (Section III of the Internal Regulations), the GPCV will respond to your claim.
    Who issues Green Cards?

    Insurers authorised to sell and manage Motor Third Party Liability Insurance, under the authority of the GPCV.
    How is the GPCV funded?

    Basically, the GPCV generates revenue from: a) Membership fees and dues paid by the associates, the latter depending on the size of their portfolio of insured vehicles b) Handling fees paid by their foreign counterparts for claim handling services provided by the GPCV.
