Our internal team is comprised of an Executive Director, who coordinates the GPCV’s activity and reports to the Board of Directors, and three Operational Handlers, who handle and follow up on the various requests from all those who interact with the GPCV on a daily basis, whether they are national (associates, correspondents, brokers, injured parties, etc.) or international bodies, namely the Council of Bureaux and Foreign Counterpart Bureaux.
Bernardo Márquez
Lawyer. In the insurance industry since 1995, in the Claims area. Director of the GPCV since May 2023.
Carla Lampreia
Academic background in Communications. Always linked to the motor vehicle insurance, with 9 years’ experience in the insurance industry, in Claims handling. Operational manager of the GPCV since January 2021.
Tânia Henriques
Trained in insurance, 12 years of professional experience in the insurance industry, always linked to claims handling, with a focus on the motor claims. Operational manager of the GPCV since November 2021.
Catarina Pereira
Academic background in Education. Professional experience in the insurance industry since 2014. Operational manager of the GPCV since April 2025.
We also have specialized service providers who support us in our dual role as Guaranteeing Bureau and Handling Bureau. Together, we all work to ensure that the Green Card System works correctly and fulfils its objectives.

- If you know the name of the Insurer of the vehicle responsible for the accident and the name of its correspondent in Portugal, make a claim for damages to the latter.
- If you do not know either of them, contact the GPCV. Contacts.
- If there is an appointed correspondent, submit your claim for damages to it; if there is no appointed correspondent, the claim must be submitted to the GPCV, which will follow-up on the process.
- If the foreign third party does not have insurance but is usually based on a country signatory to the Multilateral Agreement (Section III of the Internal Regulations), the GPCV will respond to your claim.
- The 27 EU countries: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden.
- Plus 3 EEA countries: Iceland, Liechtenstein and Norway
- Plus 6 other countries: Andorra, Bosnia Herzegovina, Montenegro, Serbia, Switzerland and the United Kingdom.
